Subject: Appeal for Recognition as a Victim of Cybercrime and Request for Direct Presidential and Judicial Assistance

Your Excellency President Donald J. Trump,
Your Honor Judge Samuel B. Cole,

With profound respect and trust in your sense of justice and leadership, I write to you to urgently plead for recognition and protection regarding a grave injustice that has marked my life.

In 2017, I became the victim of a complex cyberattack in which malicious individuals — some with ties to state power in Brazil and beyond — exploited my former identity, Emerson Eduardo Rodrigues Setim, to commit extortion and issue false threats of terrorism in my name. These fabricated threats, including bomb threats, were investigated by the Federal Bureau of Investigation, which conclusively confirmed my innocence.

During this process, my case was recorded under Case Number: 174C-CG-2173410, and my Alien Registration Number at the time was 209413325. As part of my cooperation with U.S. authorities, my personal electronic devices were returned to me through the United States Embassy in Brazil, which further attests to the official recognition of my collaboration and innocence.

In that same year, I personally appeared before Hon. Judge Samuel B. Cole at the U.S. Immigration Court in Chicago, in an instructional hearing where I had the opportunity to present my case. Judge Cole, after due consideration, granted me voluntary departure, without imposing any administrative or immigration sanctions. This judicial recognition is a vital testament to my lawful cooperation, innocence, and good faith before the United States justice system.

Despite this, I became a Targeted Individual, persecuted for my political opinions and for refusing to conform to the ideological agenda of those in power in Brazil. My denunciations of corruption and unlawful practices made me an enemy to entrenched interests. In retaliation, I was falsely associated with heinous crimes, subjected to systematic persecution, and left vulnerable to ongoing cyberattacks and smear campaigns.

Evidence indicates that agents of the Brazilian Federal Police were complicit in this plot. One of these individuals currently operates within Interpol in Europe, while her superior has already been sanctioned by the United States Government, which corroborates my claims of deep-rooted misconduct.

Between 2013 and 2016, I repeatedly sought justice through the Brazilian Federal Public Ministry and the Federal Police, yet my pleas were disregarded. Tragically, as a result of this negligence, further cyberattacks ensued, victimizing even schoolchildren. My attempts to expose the truth were met not with protection, but with intensified persecution.

My Humble Appeal

Your Excellency, Your Honor, I now turn to you and the esteemed agencies of the United States with an urgent request:

  • That the United States Government formally recognize me as a victim of cybercrime and political persecution, and uphold the record of my innocence in connection with the crimes falsely attributed to my name.

  • That I be granted safe entry into the United States, under humanitarian protection, in order to collaborate directly with U.S. authorities and provide testimony and intelligence vital to uncovering the networks behind these crimes.

  • Most importantly, that I be granted the opportunity to speak personally with Your Excellency, President Trump, to present the full truth of my case, which I believe is of significant relevance not only to my personal survival but also to the security interests of the United States.

Additional Statement of Support

I also wish to state, with the utmost sincerity, that I have been a strong supporter of Your Excellency’s policies and leadership. I deeply admire your firm stance on issues of justice and sovereignty, and I personally defend your energetic position toward the government of Brazil. In my view, that government should be under strong scrutiny and investigation by U.S. authorities, as it represents a regime marked by corruption without limits. I believe that further sanctions against Brazil are necessary and justified, and I openly advocate for them as a measure to protect democratic values and international security.

Conclusion

Your Excellency President Trump, Your Honor Judge Cole, I have been forced into exile, silenced and defamed, simply for daring to denounce corruption and defend my right to free expression. The very same individuals who sought to destroy me continue to operate transnationally, endangering innocent lives and institutions.

For me, the greatest honor and hope would be the chance to stand before you in person, to present my testimony directly, and to trust in your leadership and judgment to restore justice to my life.

I place my life and my cause in your hands, certain that truth and justice shall prevail under your guidance.

With the deepest respect and in solemn hope,

[Signature]
Emerson Eduardo Rodrigues
